The maximum distance between banisters up to a height of 34 inches must not be big enough for a 4-inch diameter sphere to slip through. This distance prevents a child from sticking his head through and possibly choking to death.


A properly built railing system consists of several parts. The balustrade is the entire railing assembly. It consists of posts spaced through the length to stabilize the railings, balusters -- the thinner vertical members -- in between the posts and the top and bottom rails that frame the vertical members. The maximum distance between balusters or between a post and baluster, in the California building code, is 4 inches. The space between the finished floor and the bottom rail must not exceed 4 inches. In addition, the minimum balustrade height is 42 inches. The balustrade must be able to withstand 200 pounds of force or pressure at any point. These regulations apply to any raised structure more than 30 inches above the ground or lower surface.
