1: As per California Code for residential units " Exit doors shall be openable from the direction of exit travel without the use of a key or any special knowledge or effort whenever the building is occupied."SOURCE:

2:This means that a lock with keys on both sides are not allowe

3: However the above does not apply to exterior fences/gates, although it is still not a good idea to have double keyed locks
